Serviced Apartments

In the Heart of Athens

A serviced apartment is a home you can actually live in, with the services of a hotel behind it. Urban City 44 brings 210 of them to Pireos Street in central Athens — to buy, to let, or both.

What a Serviced Apartment Actually Is

The term gets used loosely, so it is worth being precise. A serviced apartment is a fully furnished, self-contained home — kitchen, living space, bedroom, bathroom — that comes with the operational layer of a hotel behind it: a staffed reception, housekeeping, maintenance, security, and shared facilities you would never get in a normal flat.

It is not a hotel room, because you have a kitchen, a front door and the space to live rather than merely sleep. It is not an ordinary apartment either, because you are not the one calling the plumber, chasing the cleaner or vetting the tenant. That middle ground is precisely why the model has grown so quickly across Europe: it suits the way people now move for work, for study, for long stays and for extended family visits — and it suits owners who want property income without becoming a property manager.

For an investor, the distinction matters more than it first appears. A conventional buy-to-let in Athens leaves you with a single tenant, a single rent, and every operational problem landing on your desk from a different time zone. A serviced apartment inside a professionally run building leaves you with an asset that someone else operates to a standard, in a building whose shared spaces — the lobby, the gym, the rooftop — are part of what makes the unit rentable in the first place.

Athens is one of the few European capitals where the fundamentals and the entry price still point in the same direction. Property values have climbed steadily since 2018 without reaching the levels of Lisbon, Madrid or Milan. Running costs are modest by European standards: the annual property tax (ENFIA) typically falls between €2 and €16.20 per square metre, and the transfer tax on most purchases is 3.09%. The capital gains tax on property sales is currently suspended until 31 December 2026 — a suspension, not an abolition, and one that has been extended repeatedly rather than made permanent.

Demand is not seasonal in the way the islands are. Central Athens fills year-round with business travellers, professionals on assignment, students, medical visitors and the international workforce that has followed the city’s recovery. That is exactly the demand profile a serviced apartment is built for. The model

How Urban City 44 Works

Urban City 44 is a conversion. The building at Pireos 44 was a 1950s office block, and it is being redeveloped into 210 fully furnished serviced apartments with roughly 2,500 m² of shared facilities: a rooftop pool, jacuzzi and sky bar with a 360° observation deck; an indoor gym and outdoor yoga space; a business centre and coworking lounge; 24/7 security and smart-building systems; and parking across three basement levels.

What separates it from an ordinary apartment purchase in the same postcode is not the finish. It is the licence.

The part most guides get wrong.

Since 1 January 2025, Athens has frozen new short-term-rental registrations — new AMA numbers — in the city’s 1st, 2nd and 3rd municipal districts. That zone includes Omonia and Metaxourgeio, and therefore includes Pireos 44. The freeze runs to 31 December 2026. In practice this means a private buyer who purchases an ordinary apartment in this part of Athens today generally cannot obtain a new AMA, and cannot list it on Airbnb or Booking.com. Penalties for doing so start at €20,000.

Urban City 44 operates under a tourist-accommodation (aparthotel) licence — a different legal instrument from the AMA short-term-rental registry, and not affected by that freeze. Nightly-stay income here runs through the building’s licensed, professionally managed operation rather than an owner self-listing.

That is the whole point, and it is worth stating plainly: it is something a private buyer on the same street cannot replicate.

The apartments

Eight Unit Types

Urban City 44 is not a single repeated floor plan. There are eight distinct apartment types, from compact open-plan homes to duplex penthouses with private roof terraces:

Open Space Apartment · Open Space Penthouse · Luxury Apartment · Grand Luxury Apartment · Garden Luxury Apartment · Grand Garden Luxury Apartment · Grand Mini Penthouse · Grand Superluxury Penthouse

Layouts, floor areas, orientation and availability differ, and the mix changes as units are taken. The full current list, with floor plans and pricing, is available on request — see the apartments page or ask us directly. If you want to understand the street and the neighbourhood first, our location page has the honest version, including walking distances measured from the door.

Questions

Serviced Apartments in Athens — FAQ

No. An Airbnb listing is usually an ordinary flat rented out short-term by its owner, registered in the AMA short-term-rental registry. A serviced apartment sits inside a building with a staffed operation and, in Urban City 44’s case, a tourist-accommodation licence — a different legal instrument. That distinction matters a great deal in central Athens right now, because new AMA registrations are frozen in districts 1–3 until the end of 2026.

Yes. Buying a unit at Urban City 44 gives you an apartment inside a professionally operated, licensed building. You own the asset; the building’s operation handles the guests, the cleaning, the maintenance and the compliance. Speak to us about the current terms — we would rather set out the actual numbers for your specific unit than quote a headline yield.

We are not going to give you a number on a web page. Returns depend on the unit type, the floor, the season, the operating model and the costs, and any figure quoted without those inputs is marketing rather than analysis. Ask us for the projections on the specific apartment you are considering, and read our investment and returns page for the market context. Yields are never guaranteed.

Yes. There is no general restriction on foreign ownership of Greek property. You will need a Greek tax number (AFM) and a Greek bank account, and the purchase is executed before a notary. Much of the process can be handled remotely by a Greek lawyer under a power of attorney. Our step-by-step guide walks through it.

Yes. The apartments are delivered fully furnished and equipped, in a building with concierge, gym, pool, coworking space and 24/7 security. Many owners use their apartment when they are in Athens and return it to the programme when they are not.

The serviced-apartment model is not an Athens curiosity — it is one of the fastest-growing categories in global hospitality and property investment.
